Why storyboard a UGC ad when the format is meant to look unplanned?
Looking unplanned and being unplanned are different things. The storyboard pins continuity, actor, lighting and product framing, which is what stops the finished ad reading as badly edited or synthetic.
Does storyboarding actually save money?
It moves fixable mistakes to the only stage that does not charge per attempt. Video shoots and video generation both bill per try, so iterating on stills and generating once is cheaper than generating twice.

What a UGC storyboard is not
It is not a sketch of camera moves. UGC has no camera moves worth planning, that is the whole format.
It is not a shot list either. A shot list tells a crew what to capture, and a UGC ad usually has one continuous setup.
A UGC storyboard is a set of still frames showing exactly what the viewer sees at each beat, with the spoken line underneath. That is it. If a frame does not answer "what is on screen right now", it is not doing its job.
Quick win: one frame per spoken beat
Take your script and split it at every point the visual should change.
Most 15 second UGC ads have three or four such points: the hook, the problem, the product doing the thing, the CTA. That is three or four frames, not fifteen.
If you cannot describe a visual change between two lines, they belong on the same frame. Over-storyboarding is as unhelpful as not doing it.
The four things every frame has to pin down
Who is on screen. Same person in every frame, same clothing, same hair. Continuity breaks are the fastest way an ad reads as synthetic or as badly edited.
Where they are. Same room, same lighting direction, same time of day. A hook shot in daylight and a product shot at night is a different ad.
What the product is doing. Not present, doing. "Bottle on counter" is a placeholder. "Hand pumping bottle, product visible on palm" is a frame.
What is being said. The exact line, not a summary. The line and the frame have to agree.
The fourth one catches more problems than the other three combined. A script that says "it fixed my dry skin" over a frame showing the bottle on a shelf is an ad that says nothing twice.
Consistency across frames is the hard part
A single frame is easy to get right. Four frames that look like the same person in the same room in the same minute is the actual difficulty.
This is why UGC ads shot across two sessions look wrong even when nothing is obviously broken. The viewer clocks that the light changed.
For generated ads the same problem shows up sharper, because nothing anchors continuity unless you anchor it deliberately. Keeping an AI actor consistent across videos is the same discipline applied across a batch instead of within one ad.
Where the money actually leaks
Video generation and video shoots both charge you per attempt. Storyboards do not.
So the sequence that saves money is: iterate on stills until the frames are right, then generate video once. The sequence that wastes money is generating video, watching it, deciding the room is wrong, and generating again.

The point of a storyboard is that it is a decision point, not a document.
Someone has to look at the frames and say yes before anything expensive happens. If the storyboard gets made and then the video gets generated regardless, you have added a step without adding a gate.
That is the difference between a process that saves money and a process that only feels thorough.
